There are a few reasons why this could happen.
1. Press "D" to deselect in case you were trying to use the brush outside of an active selection.
2. Check the layers palette on the left to ensure you are working on the top layer. The bottom layer is for background retouch only and will not remove green pixels.
3. Check that the opacity of the red brush is at 100%.
